Regents voting aye, it was ordered that the following individuals
be employed for the positions, dates and salaries indicated:
1. Department of Communication
Mr. Dixon Grant Haynes, 32, M. A. (University of Georgia), Director
of Student Publications at a salary rate of $10,500 for twelve
months, effective July 1, 1973.
2. Department of Computer Science
Mr. Ronnie Gene Ward, 25, Ph.D. (Texas A § M University - expected
9/1/73), Assistant Professor of Computer Science at a salary rate
of $12,500 for nine months, effective Fall Semester, 1973. If Ph.D.
is not completed by 9/1/73, salary rate will be $11,000 for nine
months.
3. Department of Elementary Education
Mrs. Anna Lee Conner, 36, B.S. (Stephen F. Austin State University),
Instructor of Elementary Education at a salary rate of $4,150 for
the Fall Semester, 1973 only, and contingent upon receipt of Master
of Education degree by 9/1/73. Reappointment for Spring Semester,
1974 dependent upon continuation of CDA Grant as expected.

Mississippi - expected August, 1973), Assistant Professor of
Elementary Education at a salary rate of $11,500 for nine month?,
effective Fall Semester, 1973.
Mrs. Patricia P. Johnson, 23, M.Ed. (Stephen F. Austin State
University - expected August, 1973), Graduate Interne in Elementary
Education at a salary rate of $7,500 for nine months. This is a
temporary non-renewable contract.
Ms. Joann D. Watson, 29, M.Ed. (Stephen F. Austin State University -
expected August, 1973), Instructor of Elementary Education at a
salary rate of $11,000 for twelve months. Renewal of this contract
is contingent upon continued funding of grant for training of Early
Education Leaders.

Miss Shirley A. Scott, 32, M.A. (Stephen F. Austin State University),
Graduate Interne in English (3/4 time) at a salary rate of $5,625
for nine months, effective Fall Semester, 1973. This is a temporary
non-renewable nine months contract.
5. School of Forestry
Mr. Bruce E. Cutter, 29, Ph.D. (Pennsylvania State University -
expected 9/1/73), Assistant Professor of Forestry at a salary
rate of $10,000 for nine months, effective Fall Semester, 1973.

Mr. Harry J. McCarty, 31, M.F. (Stephen F. Austin State University),
Instructor of Forestry (3/4 time) at a salary rate of $5,600 for
nine months, effective Fall Semester, 1973. This is a temporary
nine months appointment which may be renewed contingent upon satisfac
tory performance of joint doctoral studies in the SFASU/TA§MU program.
Mr. James W. Martin, 35, M.A. (Stephen F. Austin State University),
Instructor of Forestry (3/4 time) at a salary rate of $7,500 for
nine months, effective Fall Semester, 1973. This is a temporary
nine months appointment which may be renewed contingent upon

the Nacogdoches Post Office.

effective April 6, 1973. Mr. Robinson is resigning due to family
problems.
Mr. Timothy Ross Stephenson, Patrolman, University Police Department,
effective April 10, 1973. Mr. Stephenson is accepting employment
elsewhere.

May 11, 1973. Dr. Sullivan moved to Bells, Tennessee.

effective July 3, 1973. Mr. Reider is accepting employment with
the Louisiana Pacific Company.

Upon motion of Regent Perkins, seconded by Regent Cullum, with all
Regents voting aye, it was ordered that the following leaves of
absence be granted:
1. Department of English
Dr. Sidney Eugene Bellamy, Assistant Professor of English and
Modern Languages, for the 1973-74 academic year in order to serve
as Visiting Professor of English at the University of Cologne,
Germany.
2. Department of History
Dr. Robert Neil Mathis, Assistant Professor of History, for the
Spring Semester, 1974, in order to accept a National Endowment for
the Humanities Grant.
3. Department of Office Administration
Mr. Marlin C. Young, Assistant Professor of Office Administration,
for a continuation of leave of absence through the 1973-74 academic
year in order to continue work on doctoral degree.
4. Department of Political Science
Mr. Charles W. Simpson, Assistant Professor of Political Science,
for a continuation of leave of absence through the 1973-74 academic
year in order to continue his assignment as Administrative Assistant
to Congressman Charles Wilson of Texas.
5. Department of Theatre
Mr. Thomas M. Matthys, Assistant Professor of Theatre, for the Fall
Semester, 1973, in order to complete research and thesis writing
for the M.F.A. degree (University of Texas-Austin).
6. University Computer Center
Mr. Al Trussell, Director of University Computer Center, for
July 1, 1973 - August 23, 1973, in order to attend a summer
institute of linguistics at the University of Oklahoma.

Regents voting aye, it was ordered that the following returns from
leave be accepted:

Miss Sandra Sue Cole, Instructor of Health and Physical Education,
at a salary rate of $9,250 for nine months, effective Fall Semester,
1973. Miss Cole has been working toward a doctoral degree at
Indiana University.

Mr. W. David Whitescarver, Instructor of English, at a salary
rate of $9,800 for nine months, effective Fall Semester, 1973.
Mr. Whitescarver has been working toward the Ph.D. degree at
Texas Tech University.

Mrs. Constance L. Spreadbury, Instructor of Sociology, at a salary
rate of $9,300 for nine months, effective Fall Semester, 1973.
Mrs. Spreadbury has been working toward the Ph.D. degree at Texas

Upon motion of Regent Bergman, seconded by Regent Justice, with all
Regents voting aye, it was ordered that the following promotions be
approved:
1. Department of Elementary Education
Dr. Tommye D. Franklin, from Assistant Professor to Associate
Professor of Elementary Education, effective Fall Semester, 1973,
at a salary rate of $13,300 for nine months. Dr. Franklin has
completed the requirements for promotion and was recommended by
her dean and department head.
2. Department of Health and Physical Education
Mrs. Sadie Joyce Allison, from Instructor to Assistant Professor
of Health and Physical Education, effective Fall Semester, 1973,
at a salary rate of $10,750 for nine months. Mrs. Allison has
completed the requirements for promotion and was recommended by
her dean and department head.

Upon motion of Regent Bergman, seconded by Regent Golden, with all
Regents voting aye, it was ordered that the following changes in
status be approved:
1. Department of Communication
Dr. Robert T. Ramsey, from Assistant Professor to Assistant
Professor and Acting Head of the Department of Communication,
effective July 16, 1973.
2. School of Education
Mr. Ronnie Lynn Powell, TV Technical Supervisor, from a salary
rate of $7,163 to $9,000 for twelve months. The amount of this
salary will be paid 50% from School of Education Account 1082
and 50% from Department of Communication Account 1032 in order
that Mr. Powell might assist the Department of Communication as
well as the School of Education.

3. Department of English and Philosophy
Dr. Sidney E. Bellamy, Assistant Professor of English, for an
increase of $150 for the Spring Semester, 1973, only due to an
overload caused by illness of a faculty member.
Dr. Kirby L. Duncan, Associate Professor of English, for an
increase of $150 for the Spring Semester, 1973, only due to an
overload caused by illness of a faculty member.
Dr. James Edward Magruder, Assistant Professor of Philosophy, from
a salary rate of $10,700 to $11,200 for nine months, effective Fall
Semester, 1973. Dr. Magruder has completed the Ph.D. degree at
Southern Illinois University.
4. Department of General Business
Mr. Conway T. Rucks, Assistant Professor of General Business, at
a salary rate of $12,500 for nine months, effective Fall Semester,
1973. This is to correct a budget error.
5. Department of Geography
Mr. Charles Gardner, Assistant Professor of Geography, from
50% employment to 100% employment, First Summer Term. This change
was necessitated by resignation of faculty member.
Mr. George R. Syring, Assistant Professor of Geography, from 50%
employment to 100% employment for the First Summer Term, 1973.
This change was necessitated by resignation of faculty member.
6. Department of History
Dr. Robert Neil Mathis, Assistant Professor of History, at a salary
rate of $6,500 for the Fall Semester, 1973. Dr. Mathis has requested
a leave of absence for the Spring Semester, 1974. This is to correct
a budget error.
7. Department of Music
Mr. Max Lynn Morley, Assistant Professor of Music, for an increase
of $200 to correct a budget error.
Dr. William Thomas Young, Associate Professor of Music, from 50%
at $2,250 to 100% at $4,500, effective June 1 to August 31, 1973.
This is to correct an error in the summer budget.

8. Department of Secondary Education
Dr. Bennat C. Mullen, Associate Professor of Secondary Education,
from a salary rate of $4,333.32 to $4,433.33 for both summer terms,
1973. This is to correct a budget error.
9. University Computer Center
Mr. Billy J. Click, from Systems Analyst at a salary rate of $13,300
to Acting Director, University Computer Center, at a salary rate of
$15,700, effective June 8 - August 23, 1973. This change was
necessitated by a leave of absence of Mr. Ai Trussell.
10. Department of Computer Science
Dr. Jarrell C. Grout, Associate Professor and Head of the Department
of Computer Science, from a salary rate of $15,000 to $15,500 for
twelve months, effective Fall Semester, 1973. This is to correct
a budget error.
11. • Department of Communication
Dr. Robert T. Ramsey, Assistant Professor and Acting Head of the
Department of Communication, from a salary rate of $12,000 to
$12,500 for nine months, effective Fall Semester, 1973. This
salary change is recommended as a result of the assignment as
Acting Department Head.
12. Department of History
Dr. Archie McDonald, Professor of History, from a salary rate of
$16,500 to $17,000 for nine months, effective Fall Semester, 1973.
This is to correct a budget error.

Upon motion of Regent Gray, seconded by Regent Todd, with all Regents
voting aye, it was ordered that Change Order No. 2 to add $5,083 to the
contract with T. E. Allen Construction Company on the Austin Building
Renovation Phase IV Project be approved and the Chairman of the Board
be authorized to sign the Change Order.

Upon motion of Regent Gray, seconded by Regent Todd, with all Regents
voting aye, it was ordered that Change Order No. 1 to add $10,277.87
to the Rockford Furniture Company Contract (Library) be approved and the
Chairman of the Board be authorized to sign the Change Order.

Upon motion of Regent Gray, seconded by Regent Todd, with all Regents
voting aye, it was ordered that Change Order No. 1 to deduct $768.89
from the Remington Rand contract for library shelving be approved and
the Chairman of the Board be authorized to sign the Change Order.

Upon motion of Regent Perkins, seconded by Regent Todd, with all Regents
voting aye, it was ordered that the existing bank depository contracts
with Fredonia State, Stone Fort National, and Lufkin National Banks be
renewed by extension for the period September 1, 1973, through August
31, 1975.

Upon motion of Regent Perkins, seconded by Regent Todd, with all Regents
voting aye, it was ordered that a new bank depository contract with the
Commercial National Bank of Nacogdoches for the period of September 1,
1973, through August 31, 1975, be approved and the Chairman of the
Board be authorized to sign the contract, as follows:

Texas has been duly designated by the Board of Regents of Stephen r. Austin State
University, as a depository for funds belonging to Stephen F. Austin State University
of Nacogdoches, Texas, and said Board of Regents,, acting herein by and tnrougn tae

In consideration of such designation, the Depository agrees to and with the
Board of Regents that it will act as depository for all funds that nay oe deposited
with it by Stephen F. Austin State University of Nacogdoches, Texas, at any time
f iron September 1, 1973 through August 31, 1975.

It is further agreed that the Depository will secure such funds belonging
to Steohen F. Austin State University by depositing and pledging bonds or securities
acceptable to the State Treasurer, in an amount at all times equal to one nuncrea
per "cent of any and all suras of money which may be on deposit with said Depository
to the credit of Stephen F. Austin State University and that such securities so _

THIS AGREEMENT? made and entered into cnis 28 day of July,
A.D. 1973, by and between Stephen F. Austin State University of the
City of Nacogdoches, County of Nacogdoches, and State of Texas, acting
herein through its President, Party of the First Part, termed in the
Contract Documents as the OWNER, and Sumners, Inc. of the City of
Lufkin, County of Angelina, and the State of Texas9 Party of the Second
Part, termed in the Contract Documents as the CONTRACTOR,
WITNESSETH: (l) That for and in consideration of the payments
and agreements hereinafter mentioned, to "be made and performed hy the
Owner, and under the conditions expressed in the Bonds bearing even date
herewith, the Contractor hereby agrees with the Owner to commence and
complete the construction* of certain improvements described as follows:
"New Boiler for Austin Mechanical Building" described in uhe plans, Specifications
Addenda No. 1 and 2, and all work in connection therewith, and at his
(or their) own proper cost and expense to furnish all the material^ supplies,
machinery, equipment, tools, superintendence, labor, insurance, and other
accessories and services necessary to complete the said construction,
in accordance with the conditions and prices stated in the Proposal, and
in compliance with the Performance Bond and the Payment Bond and the
Contract Documents hereto attached, and with the Plans, all of which
are a part hereof and collectively evidence and constitute the Contract,
(2) Contractor agrees to commence work under this Contract within
thirty (30) days from the date thereof and to complete said work ready
for use by November 15, 1973.
In defaulting thereof, the Contractor shall be liable for liquidated
damages as provided in the Contract Documents,
(3) The Owner agrees to pay the Contractor in current funds for
the performance of the Contract in accordance with the Proposal subnitted
therefore, the sum of TWENTY-EIGHT THOUSAND TWO HUNDRED SIXTY-FOUR AND
NO/100 Dollars ($28,261*.00) 9 subject to additions and deductions, as
provided in the General Conditions of the Contract Documents 3 and to
make payments on account thereof as provided.
00 To insure prompt, faithful, sufficient, and complete performance
of this Contract on his part, the Contractor has attached hereto and
hereby makes a part hereof, Inusrance Policies or Certificates of Ins-wLrar.ee,

a Performance Bond and a Payment Bond to be satisfactory in all respects
to the Owner. Said Bonds, in the full amount of the Contract price,

the Surety, and, if he shall satisfy all claims and demands incurred
under such Contract and shall full indemnify and save harmless the
Owner from all costs and damages which it may suffer by reason of failure
to do so, and shall reimburse and repay the Owner all outlay and expense
which the Owner may incur in making good any default, then this obligation
shall be void; otherwise to remain in full force and effect.
NOW, THEREFORE, if the Principal shall repair any and all defects
in said work occasioned by and resulting from defects in materials furnished
by, or workmanship of the Principal in performing the work covered by
said Contract, occurring within a period of twelve (12) months fron the
date of the Contract Completion Certificate, then this obligation shall
be null and void, otherwise to remain in full force and effect.
PROVIDED, HOWEVER, that this bond is executed pursuant to the
provisions of Article 5l6O of the Revised Civil Statutes'" of Texas as
amended by Acts of the 56th Legislature, 1959, and all liabilities of
this bond shall be determined in accordance with the provisions of said
Article to the same extent as if it were copied at length.

THIS AGREEMENT, made this the 28th day of July, 1973, by and
between the BOARD OF REGENTS, STEPHEN F. AUSTIN STATE UNIVERSITY,
NACOGDOCHES, TEXAS, acting herein through its Chairman, hereinafter
called "Owner" and B. C. WHITTON CONSTRUCTION CO,, NACOGDOCHES, TEXAS,
hereinafter called "Contractor."
WITNESSETH, that the Contractor and the Owner for the considera
tions hereinafter named agree as follows:
1. The Contractor agrees to provide all of the materials, furnish the
labor, and do all things necessary to complete fully all of the work
shown on the Drawings and described in the Specifications entitled
"AGRICULTURE DEPARTMENT BEEF FARM CATFISH RESEARCH BUILDING,"
STEPHEN F. AUSTIN STATE UNIVERSITY, NACOGDOCHES, TEXAS, prepared by

5. The Contractor shall pay and maintain during the life of this Contract
insurance acceptable to the Owner conforming to the following schedule:

B. Public Liability Insurance in amount not less than $50,000
for injuries for each person; $100,000 on account of one
accident and property damage in an amount not less than $300,000.

amounts not less than those called for in Paragraph B above.
D. Contractural Liability Insurance of $100,000 of bodily injury
for each person and for property damage of each occurrence
with an aggregate $300,000 bodily injury each occurrence or

E. Builder's Risk Insurance in amount not less than the value of
the contract.
6. The Contractor shall pay premium for and furnish Payment Bond and
Performance Bond in amount of 100% of Contract Price on the forms
furnished by the University and enclosed herewith as required under
Article 5160 Revised Civil Statutes of Texas, as amended to date.

Upon motion of Regent Gray, seconded by Regent Golden, with all Regents
voting aye, it was proposed that the University be allowed to operate
Mays Hall as a co-ed dorm for the Fall Semester of 1973, with men and
women senior and graduate students placed on separate floors.
Motion to table the above was made by Regent Perkins and seconded by
Regent Bergman, with the motion to table approved by five "ayes" from
Regents Bergman, Perkins, Powers, Justice, and Cullum, and two "nayes*1
from Regents Golden and Gray,

Upon motion of Regent Bergman, seconded by Regent Todd, with all Regents
voting aye, a committee to study open dorms for men and women students
was established with Regent Cullum as Chairman, and Regents Bergman
and Golden as members.
The meeting was recessed at 12 noon for lunch. The Board re-convened
at 1:45 p.m., and a report by the committee to study open dorms for
men and women students was made.

The motion passed with five "ayes" from Regents Golden, Todd, Cullum,
Gray and McGee, and four ffnayesn from Regents Perkins, Justice, Powers,
and Bergman.
The next meeting was set for October 13 in Dallas, Texas. The meeting
adjourned at 2:30 p.m.
