Excerpt from the dedication ceremony pamphlet: In 1983, the Student Government Association initiated the idea for the statue, a proposal that was embraced by the Administration and the Board of Regents as a Texas Sesquicentennial project. President Johnson appointed a committee of University and community leaders which recommended three finalists as sculptors and various sites as possible locations for the finished statue.
