SUBJECT: Reducing the Deficit
There will be six or seven key votes on spending cuts and
revenue increases this week which will afford Members of the
House an opportunity to begin reducing the huge deficits pro­duced
by the Reagan Administration.
The votes are designed to meet the mandate of the Budget
Resolution adopted by Congress earlier this .year to reduce
spending an additional $12 b~llion and iricrease revenbes $73
billion over the next three years.
The DSG Executive Committee believes it is essential that
we meet the requirements of our own budget resolution. Thus,
Members are urged to vote YES on the following spendinq and
r evenue issues: .---- --- -- --- · · ---
1) Adopt ion of the Omnibus Budget Reconciliation
Act which will reduce spending $10.3 billion
over the 3-year period, assuming the Jones
amendment is approved. The Jones amendment
would reduce spending by $1.8 billion over
three years by delaying a 4% pay raise for
federal employees from October to January.
2) The Previous Question on the Rule to the Tax
Reform Act of 1983. This is a vital vote.
If the Previous Question is defeated, the
bill would be in serious danger of being
killed by gutting amendments.
3) The vlays & Means Medicare Amendment which
will reduce Medicare spending by an addi­tional
· $1 billion over the next three
years. Adoption of this amendment is
essential to meet the budget mandate to
cut spending by $12.3 billion.
